Before the establishment of Standard Time in Papua New Guinea (PNG), each location used its own local mean time based on its longitude. This became impractical as the country developed internal and international links.
In the early 20th century, during the period of Australian administration, the country adopted a single standard time. Over time, as the eastern islands developed their own administrative arrangements, especially after Bougainville’s move toward autonomy, the eastern region informally shifted to a different time.
By the late/early 2000s, the IANA database and operating system vendors formalized Bougainville time (UTC+11:00) versus Port Moresby time (UTC+10:00). This reflects PNG’s geographic span and its political geography rather than a history of frequent clock changes.
