How Venezuela keeps time.
Venezuela has had three distinct timezone offsets throughout its modern history. From 1912 to 1965, the country used UTC-4:30, which reflected its longitudinal position relative to the Caracas meridian.
In 1965, under the government of President Raúl Leoni, Venezuela switched to UTC-04:00. The stated rationale was to align more closely with international standards and improve economic and communications coordination with regional trading partners. This was done through Decree No. 837, issued on December 18, 1965, with the change taking effect on January 1, 1965 (the decree formalized an earlier adoption).
On December 9, 2007, President Hugo Chávez signed a decree reverting the country back to UTC-4:30. The change took effect on December 9, 2007, at 3:00 AM local time. The Chávez government justified the move as a way to give citizens more daylight in the mornings, reduce energy consumption, and honor the country's traditional offset. One immediate consequence was that clocks across the country moved back by 30 minutes.
In April 2016, facing a severe electricity crisis driven largely by drought conditions affecting hydroelectric power generation, President Nicolás Maduro announced that Venezuela would return to UTC-04:00. The change took effect on May 1, 2016, advancing clocks by 30 minutes at midnight. The government framed the move as an energy-saving measure to extend daylight hours in the evenings, reducing electricity demand.
